Course contents

The valorization and the competitiveness of a territory depend mainly on how the Administrations, the Public Authorities and the Enterprises that are part of it are able to take the challenges and the opportunities of the innovation and the PNRR, putting them into practice with a view to internal efficiency and the constant and measurable improvement of services to citizens and private investors. For this reason, it is necessary to develop skills and abilities, both within public administrations and within the business sector, able to innovate the tools and models of public collaboration-private sector, to promote the development of the territory and enhance human capital, with a view to efficiency, simplification, competitiveness and social inclusion. To this end, the PhD course is set up in an associated form and involves the participation of PPAA and companies. In particular, the proposing University has signed, pursuant to art. 3, co. 2, of DM 226/2021, specific agreements with the following subjects: IFEL Foundation, Province of Frosinone and ACEA SpA. The associated organizational model, in addition to strengthening the capacity of public administrators, promotes the promotion of specific skills for entrepreneurs and private operators, necessary to dialogue and collaborate with administrations, also in the light of the results expected by the NRPV, in terms of the social impact of the planned economic investments, which declines, first of all, in overcoming the existing social gaps, in the fight against poverty, in the enhancement of human capital.
In this perspective, the training course is based on an innovative approach, through which PhD students can acquire transversal skills, necessary to orient, in a multi-level perspective, public and private organizations in promoting the person as a fundamental value of a plural and inclusive society. The added value of the doctoral course consists in training in applied research as a proposal for innovative solutions to complex problems: the processes of sustainable development and reduction of inequalities are characterized by their complexity, require adequate cognitive tools and thorough methodological elaboration to be governed. Doctoral training is, therefore, a moment of necessary methodological and thematic deepening. The PhD program is characterized, finally, by the international approach of the educational path, aimed at assigning the Italian-Italian system and the University proposing the strategic role of pivot, of leadership, offering other countries and partner universities - through research work - a method in the processes of construction and active implementation of Welfare. With regard to teaching activities, in the first year, all PhD students will have access to a transversal training program, the same for all the fields and research areas involved, aimed at acquiring or refining the fundamental skills: the programming of resources, including the achievement of the objectives set by the NRPV (social inclusion, administrative efficiency, simplification, digitisation); the identification of the new administrative competences required by the PNRR programme; the organisation of PPAA; models of public-private partnership; models of consensual planning for spatial development (program agreements, realization of energy communities, urban regeneration, smart cities, restoration of internal areas, etc.), with a transversal approach, taking into account legal, sociological, economic-statistical, engineering aspects.
At the end of the first year, each PhD student must prepare a research project, identifying the direction he intends to follow. The project, in addition to illustrating the research path must indicate the innovative results it intends to achieve; to this end, a Tutor and a maximum of 3 Advisors from different sectors will be assigned, whose functions will be to follow and to solicit the identification and the declination of the lines of individual search and to agree a personalized distance with reference to the activities of search (seminars, workshops, traineeships and internships in enterprises and/or other public and private institutions) including activities to be carried out abroad. In the second and third year, then, PhD students will have access to specific training activities, consistent with the chosen course. In the years of specialization and for each address, with the supervision of the Academic Tutor and Advisors, in addition to the training activities specified below, will be scheduled, at least twice a semester, in-depth workshops with professional experts, public or private, of proven qualification, national and /or international.

The PhD degree also allows entry into the professional and business environment, allowing candidates to access specific professional qualifications (such as those accessible through public competitions or those aiming to hold senior and managerial positions within public and private companies) or to set up innovative start-ups and companies offering integrated services, also in the areas related to the implementation of PNRR projects.With regard to PNRR, the training provided will allow, in fact, to fill roles of consultants, experts and highly specialised personnel, both in the public and private fields, in companies or professional firms specialised in public-private relations (procurement, direct awards, human resources, competitions, design, programming, framework agreements, resource management and organisation, financial and environmental sustainability, cybersecurity and safety at work, transparency and data processing, evolution of legislation in the provision of public services, implementation of the PNRR).
